He was born on October 19, 1977 in Ciudad Constitución, B. C. S. Mexico. He studied law degree at Universidad Autónoma de Baja California Sur, from 1996-2001. During the period of 1997-2001 he worked as a member of the firm Arreola y Asociados S. C., in the City of La Paz, Baja California Sur. From 2001 until 2003, he worked in the Integral Port Administration of Baja California Sur as Chief of the Legal Unit of that state. From 2002 to 2009 he worked in Consulbaja, S. C., in the offices in the cities of Cabo San Lucas and La Paz, in Baja California Sur, Mexico. From 2009 to 2015, he served as founding partner of South Baja Attorneys, S. C. From 2016 to date, he is founding partner of Melhem Associated, S. C.

From 2001 to 2006, he studied Law degree in the Faculty of Jurisprudence
of the Universidad Autónoma de Coahuila, and from 2011 to 2013 she studied
the Master's Degree in Corporate Law from the Universidad Autónoma de Nuevo
León. During 2005 she collaborated in the Secretariat of Labor and Social
Security in the Coahuila Delegation. From 2005 to 2006 she work at the Federal
Consumer Attorney's Office in Coahuila. From 2006 to 2008 she was in charge of
the law office Nuevoleones de García Gutiérrez y Asociados in the office in Saltillo,
Coahuila. From 2008 to 2010 she was Legal Manager of INFONAVIT in the Coahuila
Delegation, from 2010 to 2014 she was Legal Manager of INFONAVIT in the Delegation
of Nuevo León. During the year 2015 he rendered his services to the law firm of
